Communications

NERA is a key participant in the important regulatory, legislative and antitrust and competition issues facing telecommunications firms and policy makers around the world. We advise companies on regulatory and competitive issues, help to negotiate interconnection and access charges, assist firms seeking more freedom to enter and compete in communications markets, and analyze mergers and antitrust issues. We describe our results in testimony, affidavits and oral presentations, to regulators, courts, competition authorities and legislators. We advise governments worldwide on privatization, market mechanisms and the design of regulatory regimes.

As new technologies and new forms of competition transform the industry, communications firms face expanding challenges and opportunities. Issues of entry into new markets and market power have joined decades-old matters of costs, demand and rates. The tools and insights of microeconomics and statistics are critical in addressing these issues. NERA experts apply detailed industry knowledge, microeconomic principles and quantitative analysis to assess competition in telecommunications markets. We do so in connection with regulatory and antitrust cases and other public policy arenas. Thus, clients turn to NERA for advice, studies and testimony on a range of topics, including:

Our communications practice includes an expert team that advises governments on the design and implementation of auctions for spectrum allocation, and the design of spectrum markets. Our team also works with bidders to design and execute winning strategies. NERA economists have been involved in nearly every spectrum auction ever completed -- working either for the government or other entity sponsoring the auction or private bidders.

Our work has earned us an outstanding reputation for compelling quantitative analysis, persuasive testimony and skill under cross-examination. We present our results in papers, written testimonies and affidavits, formal presentations and testimony to regulators, antitrust officials, legislative bodies and informal meetings with regulatory staff members.

NERA's experts have a wide range of experience: our team includes economists who have worked within telecommunications firms, academic institutions and regulatory agencies around the world. We often work with interdisciplinary teams of engineering, finance and legal experts.

Our practice is global: our US experts have been involved in numerous state and federal proceedings; and the international team -- including experts located in Europe, Australia, and Japan, as well as the US -- have worked on issues and analyses throughout the world.
